Muzaffarabad, the Capital of Azad State of Jammu & Kashmir is in the centre of an urban transition due to high rate of urbanization, and this is being felt in all spheres of human life and pose challenges to the service providers to cater to the emerging needs especially for the public sector organizations. Muzaffarabad is currently home to 0.686 million, its population is expected to reach 0.730 million people in 2025. Muzaffarabad’s rapid urbanization and unplanned growth has led to numerous problems which adversely affect the life of its citizens.

The Development Authority Muzaffarabad has a distinguished legacy, having played a pivotal role in the planned development and urban growth of the city. Development Authority Muzaffarabad (DAM) is an attached department of the Physical Planning & Housing Department, serving as the Master Plan Controlling Authority of Muzaffarabad. It plays a key role in urban planning, housing development, and city beautification, contributing to sustainable growth and a modern urban environment.
Following the 2005 earthquake, DAM led the reconstruction of the city in collaboration with international agencies, including the development of the Master Plan, Land Use Plan, and land acquisition processes—ensuring a resilient and well-structured urban framework. The Authority has also significantly contributed to improving road infrastructure and urban connectivity.
DAM remains committed to planned development, enhanced urban aesthetics, and sustainable solutions for future generations.

Following the devastating earthquake, the city of Muzaffarabad was rebuilt with resilience and determination, and the Authority played a pivotal role in its reconstruction and development. The Authority is dedicated to transparent governance, effective implementation of regulations, and delivery of quality services. About DAM
Development Authority Muzaffarabad (DAM) was Established under the light of Development Authority Muzaffarabad Act 1989 that acts as Authority’s charter. The fundamental objective behind the Establishment of this Authority is to develop strategies to meet the growing needs of planned housing facilities for the urban population, master planning as well as to building control authority. The Authority has played a vital role in regulating construction control of city’s development patterns and guidelines. After the 2005 deadliest Earthquake the Government assigned duties of reconstruction and rehabilitation of civic area of Muzaffarabad City to this Authority.

Satellite Town Langarpura
The scheme of Satellite Town Langarpura was launched in the aftermath of 2005 Earthquake catastrophe as a part of Rehabilitation and Reconstruction plan to cater the housing needs of city inhabitants and to guide the housing development of Muzaffarabad on a sustainable pathway. The housing scheme is equipped with state-of-the-art amenities to ensure a luxurious lifestyle.
Satellite Town Thotha
The scheme of Satellite Town Thotha was launched in the aftermath of 2005 Earthquake catastrophe as a part of Rehabilitation and Reconstruction plan to cater the housing needs of city inhabitants and to guide the housing development of Muzaffarabad on a sustainable pathway. The housing scheme is equipped with state-of-the-art amenities to ensure a luxurious lifestyle
Mera Tanolian Housing Scheme
The Mera Tanolian Housing Scheme was launched in 1992 to provide the inhabitants of Muzaffarabad city with much needed housing units to cater an ever increasing housing demand. The scheme provides all the necessary amenities to ensure a healthy and comfortable life. The authority is always keen to upgrade the service infrastructure if required.
