40 Affectees Received Allotment Letters in Langarpura Satellite Town
A dignified ceremony was organized by the Development Authority Muzaffarabad (DAM) for the distribution of allotment letters among affectees who had cleared their outstanding dues in Langarpura Satellite Town.
The event was attended by the Minister for Forests and Fisheries and Development Authority Muzaffarabad , Sardar Javed Ayub, Chairman DAM Engineer Syed Yasir Ali Gillani, Special assistant to PM AJK  Mubashir Munir Awan ,Masroor Tanoli  concerned officials of the Authority, and a large number of affectees.
During the ceremony, Minister Sardar Javed Ayub distributed allotment letters to 40 affectees under the 20 percent quota who had fully paid their dues for plots in Langarpura Satellite Town.
Addressing the participants, Sardar Javed Ayub said that the Government of Azad Jammu and Kashmir is taking serious measures to provide modern and quality housing facilities to earthquake affectees as well as the general public. He stated that through residential projects and housing schemes, citizens are being offered residential plots equipped with all basic amenities at affordable rates, along with the development of modern housing communities.
Chairman Development Muzaffarabad Authority, Engineer Syed Yasir Ali Gillani, said that the Authority is committed to developing Langarpura Satellite Town and other residential projects in accordance with modern requirements and equipped with state-of-the-art facilities. He urged the remaining affectees under the 20 percent quota to clear their outstanding dues as soon as possible so that their allotment letters could also be issued without delay.
At the conclusion of the ceremony, the affectees expressed satisfaction over receiving their allotment letters and appreciated the efforts of the Government and the Development Authority Muzaffarabad in facilitating the housing process.

Muzaffarabad Development Authority Chairman Engineer Syed Yasir Ali Gillani on Monday visited Bank Road Plaza and chaired a meeting to review issues related to commercial activity, civic facilities and the overall management of shopping plazas in the city.
The meeting was attended by officials of the development authority, traders and representatives of various business centres. Participants discussed a range of issues being faced by the plazas, including cleanliness, parking, security, infrastructure, outstanding dues, and the closure of shops and warehouses.
During the meeting, traders and stakeholders presented their concerns and proposals regarding administrative and commercial challenges, while officials reviewed measures aimed at improving business activity and urban facilities in the area.
Speaking on the occasion, Mr Gillani said the authority was implementing a comprehensive strategy to modernise major commercial centres in Muzaffarabad in line with contemporary requirements.
He said the plazas would be upgraded on the pattern of modern shopping malls with the cooperation of traders and tenants in order to provide citizens with improved facilities under one roof and to further promote commercial activity.
The chairman said the authority was taking practical steps to make the city’s business centres more organised and functional, adding that these measures would help improve civic amenities as well as increase business opportunities and revenues for traders.
The meeting also agreed on reopening closed shops, establishing businesses of similar nature — including branded outlets — on different floors, improving open parking areas, and providing additional recreational facilities for women and children.
Participants further decided to establish a consultative committee comprising officials of the development authority, traders and other stakeholders to monitor reform measures, address issues faced by the plazas and ensure effective coordination with the business community.
The meeting also resolved to ensure recovery of all outstanding dues from defaulters, warning that legal action would be initiated in cases of non-payment. Authorities additionally agreed to take effective measures to end the use of closed shops and warehouses that were affecting commercial activity in the area.

Muzaffarabad Development Authority Chairman Engineer Syed Yasar Ali Gillani conducted a detailed visit to Albaik Park and the riverside walkway located at Center Plate, Muzaffarabad, where discussions were held on the restoration and beautification of the park and walkway, as well as the provision of improved recreational facilities for tourists and residents under a public-private partnership model.
Local councillors Fazal Mehmood Baig, Zulfiqar Baig, Tahir Mughal, Adeel Awan and officials of the Muzaffarabad Development Authority accompanied him during the visit.
The chairman began his visit from Albaik Park at Center Plate, where local residents apprised him of several issues being faced by the public. These included restoration of park lights, construction and repair of boundary walls, allocation of family timings, regular maintenance of the park and deployment of dedicated staff for its management.
Engineer Syed Yasar Ali Gillani listened to the concerns in detail and assured citizens that all issues would be addressed on a priority basis through mutual consultation to make the park safer and more attractive for the public.
Later, the chairman inspected the walkway from Mandi Mohallah to Captain Taimoor Mir Shaheed Bridge near Saheli Sarkar. Concerned local councillors were also present on the occasion. During the visit, discussions were held regarding the removal of encroachments, restoration of cleanliness and beautification, and steps to make the walkway more attractive for tourists.
The chairman said various proposals were under consideration under a public-private partnership framework to transform the walkway into a modern recreational destination, aimed at providing improved facilities to residents and tourists while also creating new employment opportunities for local people.
He added that practical work on the project would begin in the near future after approval from the relevant forum.

 Development Authority Muzaffarabad Chairman Engineer Syed Yasir Ali Gillani visited Gulshan Housing Scheme and held a consultative meeting with allottees to review development issues and civic facilities in the residential project.
During the meeting, attended by relevant officials and a large number of allottees, residents highlighted concerns regarding road infrastructure, sewerage, drainage, water supply, green belts and sanitation services. Member District Council Muzaffarabad and allottee Chaudhry Asif Yaqoob also participated in the discussions.
Mr Gillani assured residents that the authority was taking practical steps to address longstanding issues and improve basic facilities in the scheme. He said the authority was committed to transparent and planned development aimed at transforming Gulshan Housing Scheme into a model residential project.
It was agreed that a representative committee of allottees would be formed to coordinate with the authority for effective monitoring and timely resolution of issues. The chairman also emphasized the importance of regular maintenance charges to ensure the smooth continuation of development and civic services.

Muzaffarabad: Chairman of the Development Authority Muzaffarabad (DAM), Engineer Syed Yasir Ali Gillani, visited the Mehra Tanolia and City View housing schemes on Saturday, where he met allottees and reviewed concerns related to infrastructure, basic facilities and administration.
Accompanied by senior officials, he outlined a plan to address the issues and announced the formation of separate representative committees of allottees in both schemes to ensure coordination and timely resolution.
He said steps would be taken to improve security, sanitation, sewerage and road infrastructure, adding that facilitation centre would soon be set up to provide essential services — including waste management, plumbing and electrical support — under a maintenance-based system.

During the proceedings, allottees and local residents highlighted a range of civic issues confronting the town and put forward suggestions for their resolution. The ministers further directed that concrete and effective measures be taken for institutional restructuring, promotion of transparency, efficient land management, and the elimination of illegal allotments and encroachments. They underlined that modernization of the Authority would be pursued through digitalization, improved planning mechanisms, and merit-based decision-making.
On this occasion, the ministers instructed Chairman Syed Yasir Ali Gillani to submit comprehensive and practical proposals aimed at institutional improvement, financial stability, and administrative reforms at the earliest, so that timely and effective policy decisions could be taken accordingly. They assured full government support in strengthening the Authority both financially and administratively.
The ministers also noted that the appointments of Secretary to the Government Muhammad Raqeeb Khan and Chairman Syed Yasir Ali Gillani have contributed to restoring public confidence in the institution. Given their professional competence and past performance, public expectations have significantly increased.
In conclusion, they urged the officers and staff of the Authority to perform their duties with greater dedication, integrity, and professionalism under the leadership’s guidance, in order to enhance the institution’s credibility and provide maximum relief to the public.

Secretary Physical Planning & Housing and Development Authorities, Muhammad Raqeeb Khan, visited the Muzaffarabad Development Authority (MDA) the other day to review its performance. Additional Secretary PPH Raja Khalid Saleem accompanied him during the visit. Upon arrival, officers and staff of the Authority warmly welcomed the distinguished guests.

During the visit, officials of the Authority gave a detailed briefing to the Secretary on overall performance, available resources, and the challenges being faced by the institution.

Speaking on the occasion, Secretary Muhammad Raqeeb Khan stated that the Muzaffarabad Development Authority is a highly important institution, playing a key role in the development and planning of the city. He emphasized that officers and staff should perform their duties with greater dedication and contribute effectively towards the improvement of the organization.

He further directed that effective planning be undertaken to enhance the performance of the Authority, enabling it to become financially self-sufficient and sustainable. In this regard, he stressed the provision of quality facilities to the public in housing schemes and commercial plazas at reasonable rates.

He added that these initiatives would not only directly benefit the public but also significantly strengthen the financial capacity of the Authority, paving the way for future development projects.

Pakistan and AJK Flags Hoisted at Sathra Hill View Park, Muzaffarabad; PM Announces Rs. 1.5 Million Reward for DAM

The national flags of Pakistan and Azad Jammu & Kashmir were hoisted at the scenic Sathra Hill View Park, a recreational spot in the capital city Muzaffarabad. The flag-hoisting ceremony was attended by Prime Minister Sardar Tanveer Ilyas Khan, Principal Secretary Ehsan Khalid Kayani, Chairman Development Authority Abdul Basit Butt, Commissioner Muzaffarabad Masood-ur-Rehman, DIG Police Irfan Masood Kashfi, former Chairman Development Authority Syed Azhar Gillani, and other senior officials.

During the ceremony organized under the auspices of the  Development Authority Muzaffarabad, Prime Minister Sardar Tanveer Ilyas Khan hoisted the 80-foot-high national flags of Pakistan and Azad Jammu & Kashmir, measuring 25 by 15 feet. He also unveiled the plaque of the flag installation project. On the occasion, a smartly turned-out contingent of Azad Jammu & Kashmir Police presented a guard of honor and saluted the Prime Minister and the national flags.

After completion of development works, Sathra Hill View Park has been formally opened for the public. The park will provide citizens and tourists with an opportunity to enjoy a panoramic view of Muzaffarabad city, adding a new recreational facility in the capital.

Addressing the ceremony, Prime Minister Sardar Tanveer Ilyas Khan appreciated the efforts of the Development Authority Muzaffarabad  for beautifying the city and developing recreational sites in line with the dignity of the capital. He also lauded the contributions of former Chairman DAM Syed Azhar Gillani and Commissioner Muzaffarabad Division.

The Prime Minister praised the performance of the  Development Authority Muzaffarabad and announced a cash reward of Rs. 1.5 million in recognition of its efforts.

Chief Engineer Highways South Abdul Basit Butt Assumes Additional Charge as Chairman DAM

Muzaffarabad:
Chief Engineer Highways South, Abdul Basit Butt, has assumed the additional charge of Chairman Development Authority Muzaffarabad (DAM). Officers of the Authority were also present on the occasion when he formally took over the charge.

Immediately after assuming charge, he held a briefing session with the officers of the Authority. During the meeting, it was decided that all departments will provide detailed briefings to the Chairman regarding their respective functions and ongoing matters.

Chairman DAM Syed Azhar Ali Gillani Visits Central Press Club Muzaffarabad, Assures Full Support for Journalist Colony Reconstruction

Chairman Development Authority Muzaffarabad (DAM), Syed Azhar Ali Gillani, visited the Central Press Club Muzaffarabad, where he met with the newly elected office bearers regarding the reconstruction of the Journalist Colony and the upcoming inauguration ceremony by Prime Minister Sardar Abdul Qayyum Khan Niazi.

The meeting was attended by newly elected President Afaq Shah, Senior Vice President Shehzad Lolabi, General Secretary Masood Abbasi, Additional General Secretary Safir Ahmad Raza, Joint Secretary Gulzar Ahmad Usmani, Finance Secretary Khawaja Anser, and Information Secretary Chaudhry Naseer. Senior journalists Tahir Ahmad Farooqui and Sardar Zulfiqar were also present on the occasion.

Speaking on the occasion, Chairman DAM Syed Azhar Ali Gillani said that on the special directives of Prime Minister Azad Jammu & Kashmir Sardar Abdul Qayyum Khan Niazi, the Development Authority will provide complete technical assistance for the reconstruction of the Journalist Colony.

He stated that it is his personal desire to see the Journalist Colony equipped with all modern facilities so that it can be developed as a state-of-the-art residential area. He added that the Prime Minister’s commitment towards journalists reflects his sincere interest in ensuring provision of basic infrastructure, including electricity, water, and sewerage, in the colony by involving relevant departments.

He further expressed his wish that, before the inauguration by the Prime Minister, all necessary planning and coordination should be finalized in collaboration with the Central Press Club leadership.

Highlighting the importance of journalism, he said that journalism is considered the fourth pillar of the state; therefore, the reconstruction of the Journalist Colony in line with journalists’ basic needs remains a top priority on his agenda.

Chairman DAM Condoles Martyrdom of Col. Asif Ali Awan and Others in Same Congo Incident
MUZAFFARABAD: Syed Azhar Ali Gillani, Chairman Development Authority Muzaffarabad (DAM), has also expressed deep grief over the martyrdom of Colonel Asif Ali Awan, son-in-law of former Prime Minister Raja Mumtaz Hussain Rathore, along with his colleagues in the same helicopter crash in Congo.
He extended heartfelt condolences to Raja Faisal Mumtaz Rathore, General Secretary PPP Azad Kashmir and Member of the Legislative Assembly, and other bereaved family members.
He prayed for the highest ranks of the martyrs and patience for the grieving families to endure this immense loss.

Chairman DAM Visits AJK RSP Office, Meets CEO Umar Shehzad Jarral
MUZAFFARABAD: Chairman Development Authority Muzaffarabad (DAM), Syed Azhar Ali Gillani, visited the head office of Azad Jammu and Kashmir Rural Support Programme (AJK RSP) and met Chief Executive Officer Umar Shehzad Jarral.
During the meeting, matters related to ongoing and upcoming development initiatives, as well as the overall roadmap of AJK RSP, were discussed in detail. Both sides also deliberated on potential collaboration between DAM and RSP for future development projects.
The Chairman DAM appreciated the efforts of CEO Umar Shehzad Jarral, stating that he has successfully made the institution functional in a very short period of time. He lauded the CEO’s efforts in safeguarding institutional assets and taking effective steps regarding the recovery of official vehicles through successful engagements with relevant authorities.
He expressed hope that Umar Shehzad Jarral, as CEO, would achieve the core objectives of the organization and further strengthen its performance. NGO Allegedly Misusing Government Names; Minister Khawaja Farooq Issues Denial
MUZAFFARABAD: Allegations have surfaced in the capital city of Azad Kashmir that a non-governmental organisation (NGO), operating under the guise of child welfare, has allegedly been using the name of Minister for Local Government Khawaja Farooq for what some officials describe as “unauthorised purposes.”
However, the minister has strongly denied any association with such activities. In a separate development, Chairman Development Authority Muzaffarabad (DAM), Syed Azhar Ali Gillani, also held a meeting in this regard.
According to details, concerns were raised that certain individuals linked with a specific group were allegedly attempting to exert pressure on staff of the Development Authority’s commercial properties by misusing the name of the minister and his associates. It was further claimed that these individuals had been involved in disputes related to a property on Bank Road, previously allotted for office use to a welfare organisation.
Sources stated that issues emerged after outstanding dues, including rent and utility bills amounting to substantial sums, remained unpaid despite prior notices. The premises were reportedly being used for activities different from its originally approved purpose.
It is also alleged that some groups involved in fundraising activities in the name of welfare organisations for orphaned and underprivileged children have been operating in the city for several years, with growing concerns raised by local stakeholders regarding their methods and regulatory compliance.
Officials further noted that complaints regarding such organisations have been reported to relevant authorities on multiple occasions, prompting occasional administrative action. However, concerns persist over continued operations of certain entities.
Meanwhile, the matter involving alleged misuse of official names has been categorically denied by Minister Khawaja Farooq and his family members, who have distanced themselves from any such individuals or activities, and have called for strict legal action against anyone involved in unlawful occupation of public or institutional property.
Chairman DAM Syed Azhar Ali Gillani has also taken notice of the situation in his capacity, while civil society and political circles have urged the Chief Secretary of Azad Kashmir to take strict action against any elements found involved in misuse of authority, intimidation, or illegal occupation of public assets.

MUZAFFARABAD: Spokesperson for the Development Authority Muzaffarabad (DAM), Zain Khokhar, has strongly condemned what he described as “unethical tactics” being used by a non-governmental organisation, Jamaal Foundation, operating under the guise of orphan welfare.
In a statement, he alleged that the organisation and its representatives have launched a social media campaign using inappropriate language against Chairman DAM Syed Azhar Ali Gillani, which he termed “highly condemnable and unacceptable.”
Zain Khokhar further claimed that the head of Jamaal Foundation, identified as Asad Jamaal, allegedly issued threats to a media section employee of DAM through a phone call from the number 0312-8873090, warning of dire consequences. He said the authority reserves the right to pursue legal action over alleged threats and defamatory propaganda.
He alleged that the organisation is attempting to cover up “illegal activities” by presenting orphaned children as a shield, which he described as “deeply unfortunate.”
The spokesperson further stated that he personally knows the head of the organisation as a resident of Muzaffarabad, adding that the individual reportedly owns a multi-storey building and another residential property near Chehla Bridge, part of which is allegedly rented out. He questioned the need for occupying public or institutional space if the organisation is genuinely committed to welfare work.
Zain Khokhar urged state institutions to conduct a thorough inquiry into the affairs of the organisation, stating that all such entities must operate within legal and regulatory frameworks.
Highlighting the financial challenges faced by DAM, he said the institution is currently under severe financial pressure, with over 200 employees’ salaries and pensions reportedly at risk. He maintained that due to these constraints, the authority cannot provide free accommodation in its commercial properties to any organization, public or private.
He further stated that Chairman DAM Syed Azhar Ali Gillani, in line with the vision of former Prime Minister Imran Khan and directives of the Prime Minister, is pursuing a policy to make the institution financially self-sustaining in order to secure the future of more than 200 families dependent on it.
He added that strict action in accordance with rules will be taken against any individual, organisation, or tenant found involved in non-payment of dues, without any discrimination.

MUZAFFARABAD: The Development Authority Muzaffarabad (DAM) has decided to initiate action against a non-governmental organisation, Jamaal Foundation, after the expiry of a 45-day deadline regarding alleged non-payment of dues and unauthorised occupation of a hall at the Sino Kashmir Bank Road Plaza.
According to DAM spokesperson, the organisation had reportedly occupied Hall No. 8 of the plaza during the tenure of former chairman Malik Ayaz without a formal agreement, using it for office purposes under the pretext of orphan welfare activities. The spokesperson claimed that despite repeated follow-ups, the organisation delayed formalisation of the tenancy agreement and failed to clear outstanding dues related to rent, electricity, and water charges.
He further stated that although terms regarding rent and utility payments were later settled in meetings held in the presence of traders and representatives, the organisation allegedly failed to honour its commitments. Even after temporary disconnection of electricity due to non-payment, the authority, on humanitarian grounds, restored the connection upon the directive of Chairman DAM Syed Azhar Ali Gillani, with instructions to ensure timely payment of dues.
However, according to the spokesperson, the organisation again defaulted on payments, prompting another disconnection. Instead of resolving the issue administratively, Jamaal Foundation allegedly launched a social media campaign against the chairman and the authority.
The spokesperson said that a formal written agreement was later signed in the presence of senior journalist Khawaja Sarfaraz and other witnesses, granting the organisation 45 days to clear outstanding dues or regularise its status through government approval. He added that the organisation failed to comply within the stipulated timeframe.
DAM claims that Jamaal Foundation has accumulated outstanding dues exceeding Rs 1.9 million on account of rent and utility bills, despite reportedly receiving funds from various national and international sources over the years.
He further stated that under the latest agreement dated January 11, the organisation is bound to vacate the premises in case of non-payment. The authority has now decided that Jamaal Foundation should voluntarily vacate the hall, otherwise legal and administrative action will be taken to enforce eviction.
The spokesperson added that DAM, being a semi-autonomous public sector institution, is currently facing severe financial constraints, including difficulties in paying salaries and pensions to its over 200 employees.
He said the authority cannot provide free or subsidised accommodation to any organisation, public or private, due to its financial situation. He added that Chairman Syed Azhar Ali Gillani, in line with reform-oriented policies and directives of higher leadership, is pursuing a strategy to increase institutional revenue and ensure financial self-sustainability.
The spokesperson urged all occupants of DAM-owned commercial properties, including government and non-government entities, to clear their outstanding dues in time to avoid further legal or administrative action.

Jamaal Foundation Accused of Illegal Occupation, Non-Payment of Dues: DAM Spokesperson
MUZAFFARABAD: The Development Authority Muzaffarabad (DAM) has stated that a non-governmental organisation, Jamaal Foundation, has allegedly been occupying Hall No. 8 at Sino Kashmir Bank Road Plaza since 2019 without a formal agreement and without paying rent.
In a detailed statement, DAM spokesperson Zain Khokhar said that there are no government directives allowing the provision of free accommodation to any organisation, public or private. He termed the social media campaign against Chairman DAM Syed Azhar Ali Gillani as “baseless and misleading,” and said the authority has no connection with the disconnection of electricity, which occurred due to non-payment of utility bills.
The spokesperson claimed that Jamaal Foundation has accumulated outstanding dues exceeding Rs 1.8 million in rent, along with approximately Rs 50,000 in electricity charges payable to the relevant department.
He alleged that instead of clearing dues, the organisation initially sought recommendations from various influential figures and later attempted to pressure the authority through what he described as a social media campaign against the chairman, calling it an attempt at character assassination and blackmail.
He added that under the institutional reform and revenue enhancement policy being pursued in line with directives of higher authorities, DAM has adopted a strict stance that no free or unregistered occupancy of its commercial properties will be allowed.
The spokesperson further stated that DAM is a semi-government institution already facing financial constraints, including difficulties in paying salaries to its employees, and therefore cannot afford to provide free accommodation of public assets.
He said that Jamaal Foundation had earlier been given repeated extensions and relief on humanitarian grounds, including temporary restoration of electricity, despite failure to clear dues. However, the organisation allegedly failed to honour commitments even after multiple deadlines.
According to the spokesperson, earlier negotiations held in the presence of traders’ representatives also failed to produce results, as the organisation did not comply with agreed payment terms.
He further stated that repeated failure to pay rent and utility bills has now forced the authority to take administrative action, including disconnection of electricity. He added that instead of resolving the matter through dialogue, the organisation launched a public campaign against DAM leadership.
The spokesperson warned that the authority reserves the right to initiate legal proceedings against any individual or organisation involved in defamation or obstruction of official processes.
He also noted that outstanding dues from various tenants in DAM properties run into millions, and failure to recover them could further deepen the institution’s financial crisis, potentially affecting salaries and livelihoods of over 200 employees and their families.
DAM has urged all tenants to clear outstanding dues immediately to avoid legal and administrative action without discrimination.

DAM Moves to Allot Plots in Mehra Tanolian, Langarpura Housing Societies
MUZAFFARABAD: In line with the vision of Prime Minister Pakistan Imran Khan and under the directives of Prime Minister Azad Jammu and Kashmir Sardar Abdul Qayyum Niazi, Chairman Development Authority Muzaffarabad (DAM), Syed Azhar Ali Gillani, has directed allottees of Mehra Tanolian and Langarpura Housing Societies who have completed full payments to contact the authority for further processing of plot allotments.
According to an official statement, eligible allottees have been asked to contact the designated phone number 0310-9260667 between January 05 and January 20, 2022, so that possession and allocation of plots can be formally initiated.
The Chairman stated that DAM is a public service institution and its focus is on delivering citizens’ rights efficiently. He said that past procedures and delays would not be a barrier going forward, as the authority is working on a modern, transparent and service-oriented approach.
He added that within a short span of time, a dedicated website has been launched to make the institution more accessible and responsive, bringing services “to the fingertips of the public.”
Chairman DAM further said that the objective is to ensure timely delivery of plots to rightful allottees in a transparent manner and to eliminate unnecessary delays in the process.

KOTLI: Chairman Development Authority Muzaffarabad (DAM), Syed Azhar Ali Gillani, has said that the announcement of local government elections by Prime Minister Azad Jammu and Kashmir Sardar Abdul Qayyum Niazi is a “historic decision” that will strengthen grassroots governance and accelerate development in the region.
Speaking to media representatives after attending a public gathering in Kotli, he said that the leadership emerging through local government elections would play a vital role in state-building and development, while also contributing to the broader cause of the Kashmir freedom movement. He added that the youth would have a key role in this process, in line with the vision of Pakistan Tehreek-e-Insaf Chairman Imran Khan.
During his visit, the DAM chairman also met party office bearers and senior political figures in Kotli, and conveyed the message of PTI workers from the Muzaffarabad division to the Prime Minister of Azad Kashmir. He also appreciated the efforts of the government and party leadership for initiating the local government electoral process.
He said that the credit for empowering grassroots political leadership goes to the current leadership of PTI, adding that the process will result in more active and effective public representation.
Referring to his own institution, Syed Azhar Ali Gillani stated that since his appointment as Chairman DAM, efforts have been made to strengthen institutional performance. Chairman DAM Conducts Late-Night Surprise Visit to Sino Kashmir Plaza, Orders Major Overhaul of Rental System
MUZAFFARABAD: Chairman Development Authority Muzaffarabad (DAM), Syed Azhar Ali Gillani, conducted a surprise late-night visit to the Sino Kashmir Bank Road Plaza around 11 pm, reportedly in disguise, to inspect parking and rental arrangements.
During the inspection, the Chairman reviewed the parking area, which was found to be fully occupied. Upon inquiry from staff, it emerged that parking revenue did not correspond with the number of vehicles present. Officials further informed him that several basement stores had been rented out during a previous administration at allegedly low monthly rates of around Rs 3,000, in violation of the authority’s rental policy.
It was also revealed that a number of vehicles had remained parked in the facility for over two years, with owners paying only a nominal amount initially and subsequently failing to clear outstanding dues or maintain contact with the parking management.
Taking immediate notice, the Chairman DAM ordered the cancellation of allegedly irregular allotments of commercial spaces and directed that all rentals be re-advertised in accordance with the DAM Board’s approved policy and formal procedures through newspapers.
He also instructed the concerned administration to issue notices to vehicle owners and ensure removal of long-stationed vehicles from the parking area after due communication.
Syed Azhar Ali Gillani stated that institutional resources would not be allowed to be misused or exploited under any circumstances. He directed parking management to discharge duties with full responsibility, warning that negligence or misconduct would invite legal action.
He further ordered that all shops and halls previously allotted at allegedly non-standard rates be cancelled and re-advertised at market-based rates, reportedly fixed at Rs 50 per square foot under board policy.
The Chairman said the plaza was established to facilitate the public, not to benefit individuals, and added that commercial parking charges have been set at Rs 3,000 per month, including security and electricity facilities for users.
He also announced that the entire system will soon be digitised to ensure transparency and efficiency. Additionally, he directed the transfer of long-serving clerical and administrative staff from their current positions as part of institutional reforms.

MUZAFFARABAD: Chairman Development Authority Muzaffarabad (DAM), Syed Azhar Ali Gillani, has expressed deep sorrow and grief over the demise of former Additional Chief Secretary (General) Azad Jammu and Kashmir, Azad Naseem.
In his condolence statement, he said that the services of the late Azad Naseem for the state will always be remembered. He described him as a sincere, honest, and upright officer who served the public with dedication and integrity throughout his career.
He said that Azad Naseem not only performed his official duties with commitment but also remained devoted to serving humanity, adding that his personality reflected humility and public service.
